cruelty free hair gel/creme

so I recently cut my shoulder length hair into a pixie.. and shaved the other half. I love it but the back of my hair has a horrible cow lick. for the last 2 years I have tryed to buy only cruelty free products but I am finding this is alnost impossible with hair gel/cream. I don't care if its vegan but it can't be sold in China. also I would like to stay under $20 per ounce. hope some one can help 😕
