Hair doesn’t hold curls

My hair is super straight and fine but very thick. It has been bleached then coloured copper balayage. It will hold a curl for about an hour then fall, even with hairspray.

Does anyone have recommendations to keep the curls from falling?

You might try doing a wet set with rollers and mousse, if you haven’t tried that already. Robe curls seem to work well too- there are a bunch of YouTube tutorials for them.
