REFY Wet Powder

Just bought the REFY wet powder

I don’t know what I’m doing wrong?!! 
Ive used it with my Armani Luminous concealer and it won’t even set it. Goes on so patchy and lifts my concealer. I don’t wear a lot of makeup so I’m confused on how this is suppose to work. I’ve tried with many different brushes making sure I don’t use too much product. My concealer is water based so not sure why it’s not working. REFY Skin Finish Water Based Loose Setting Powder 02
