@greeneyedgirl107 I am sorry to hear that about the SEPHORA COLLECTION Ultimate Gel Waterproof Eyeliner Pencil . I tried it last year in matte black and loved it, so I got a new one during the sale last month.  I haven't opened the new one yet. Hopefully they didn't change the formulation The one I got last year went on so smooth; that is why I liked it.  I dont apply it to my waterline, so maybe that is the difference.
