dehydrated acne scars

Should I use matte foundation and water base primers ? I have acne scars my skin looks very dehydrated but i also have very oily skin

Oily skin can still be dry @tippytoetiffi. It sounds impossible but that could just mean you have combination skin.  Water based primers are good at hydrating skin suffering from Eczema, Dryness and Sensitivity. I think it could be a good option for you.  Do you have one in mind already,
