To clarify

So I should just use regular micellar and wash my fast after word. I use the cotton pad method but I would have to use so much to make it come off completely clean.

Re: To clarify

Like you, I also double-cleanse, using a micellar water to remove makeup and then washing my face to remove all traces of makeup.  However, for heavier formulas, particularly waterproof eye makeup, my go-to is the CLINIQUE Take The Day Off Cleansing Balm Makeup Remover 3.8 oz/ 125 mL

It gently removes all makeup including those stubborn all-day formulas.  I then follow up with a gentle soap-free cleanser, CAUDALIE - Instant Foaming Cleanser.  It cleans my skin without stripping it or drying it out.
