Brands Selling in China and Animal Testing

Everyone is making a really big deal about Urban Decay choosing to sell their products in China because the Chinese government has the right to test their products on animals before approving them to be sold. However, since Sephora already sells in China via website and actual stores, aren't all brands sold by Sephora subject to this as well? And if they aren't, why not? I do not understand the logic here.

Companies can decide whether or not they want their products sold in China. It is required that all cosmetics sold in China be tested prior to being on the market. The government doesn't pay for the testing. The company does.
