Redeeming Points in store - now with Purchase only?!

Went to the Coquitlam Sephora (BC - Canada)  store last night to pick up a point perk..

DENIED.

Cashier advised that it was now store policy that you are only permitted to redeem your points WITH PURCHASE.

I was so blown away by this that I had her check with the manager, which she did on her microphone/earpiece.

I was so kerfuffled and annoyed by this that I called the Rouge line to complain, haven't heard anything yet.

Anyone else running into this?
