use a primer, one of your own preference. If you don't have one, I would suggest the Smashbox Photofinish our Hourglass Veil Primer.
About foundation, what are you trying to cover? since is your prom, I presume you're young, so not a full coverage. But you'll have to know what type of skin do you have to get the best foundation for you.
After doing this two steps, get a bronzing powder, or any pressed powder two shades darker than yours to do the contrast. Apply on the contour of you face, under your cheek bones and on your neck, like this:
Then you should be able to do the makeup you want, by trying on the eyes and lips.
Since you're saying it's a prom, and you described your dress, for what I pictured it, I would do a classic makeup: eyeliner and mate lipstick, like Adele. It's very classy and never out of fashion, and look gorgeous.
But if you have tan skin, maybe just smoke the eyes and go on false lashes (a natural hair one, and DUO glue to last all night)
