The items I couldn't live without daily are NARS Orgasm blush, an eyelash curler, mascara, navy or black eyeliner & an eyeliner brush for blending it to perfection, eyebrow powder &/or gel, and some form of lip gloss.
I also use a water bottle with a super fine mist to set my makeup when I'm done with application.
When I was 16 I never wore blush or bronzer. Didn't need to, the skin of youth has a beautiful color and texture. However, as I'm getting older I need the color in my face to keep me from being washed out.

Well there are not too many "Shoulds" in make-up but instead how do you want to look? What are you trying to achieve with make-up?
Before I give you any tips, I must insist that you shouldn't get into make-up if you don't have a good skincare regimen. Taking care of your skin is a huge part of flawless looking make-up and ALWAYS wash your make-up off before you go to bed.
If you're just starting out I think you should try out a tinted moisturizer, Powder compact (for touch-ups), mascara, blush and cheek/lip tint.
Generally you want to keep your make-up light and airy and neutral during the day and amp it up at night.
Determining your skin type is very important when you wear make-up especially if you want to get into foundation. Knowing whether your skin is dry, oily, normal or combination is of utmost importance if you want your make-up to look seamless and feel comfortable.
YouTube has a video for pretty much every question you might have about make-up but here are some of my favorite youtube gurus/channels if you need help/ideas: Lisa Eldridge, Pixiwoo, gossmakeupartist and giovannismash.

Go with light makeup, a natural look. Nothing too heavy, but sweet and enough to enhance your natural beauty. Stick to champagne colored eyeshadows and peach-y blushes.

You must be fairly young if you are barely being introduced to makeup. If I was you I would stick to the natural colors. Sephora & Urban decay have pretty colors you can choose from. Try to stay away from the foundation Im sure you don't have a bad skin completion. Maybe a little powder, peachy lipgloss, and light color eyeshawdows some eyeliner to make your eye color come out & mascara.

Where to start!
Face: I suggest a tinted moisturizer! What would be even better is a tinted moisturizer with an spf. I've tried and liked : Cliniques tinted moisturizer, and Bobbi Brown's tinted moisturizer
Eyes: *Sephora and different brands offer cute little palettes that even have step by step tutorials on which color goes where, and as well as what tools to use! I would however suggest a palette with neutrals or nudes. If you want to get the most bang for your buck I would recommend Urban Decay's Naked Palette.
*Mascara: Also get some mascara. A little bit of mascara will help give your eyes that extra pop, and it's pretty much effortless when it comes to application! Every line has mascara, so it's just going to be about trying different ones until you find a mascara that works best for you ;]
