How to get glitter to stay on lids, primer does not seem to work

I use urban decay primer. I like to build and blend my shadow. After that, I cannot get my loose glitter to stay on. Any suggestions? Should I put more primer on after I've put shadow on my lids. I tried this but the base color clumps up. Im very frustrated! Glitter queen

There is also a Sephora Collection product called the Eye Primer Pot, which is a more tacky version of classic eye primer. It grabs onto the glitter particles and locks them in place, while still providing all the benefits of a classic eye primer.
