Clinique Moisture Surge lotion is great for dry skin, a little pricy tho.  I like Dramatically Different Gel for less money, I mix it with vitamin e oil to boost richness, you can get it at the drugstore in the vitamin aisle.  Using a good lotion like this works as a primer, let it sink in for like 5 mins.  Apply a foundation like Revlon Colorstay for dry skin, I like it, Clinique Even Better foundation is good and reasonably priced.  If you need a concealer for undereyes Clinique Airbrush is good.  Use medium taupe colored shadow similar to your skin color, a light shimmer is good, maybelline makes nice ones, I really like Loreal eyeshadows, they have a shimmery cream color that is a great for highlight, around the inner corner of the eye in a > shape and under your brow.  I would buy a navy liner Almay is good, put a thin line only on your upper lashes try it get it between your lashes in the spaces between them, and make it as thin as you can.  You can get away with lots of colored liner, navy will make your eyes pop, plum, bronze, brown, deep green and black are all good be very precise with the black.  Curl your lashes Maybelline has a good lash curler, stick your lashes in it and get it as close to your skin as possible and pump it for 3 secs each eye.  Get a good mascara, I like Covergirl Professionals in the blue tube with the curved brush, or MUFE smoky lash.  Get a pinky peach blush, Maybelline is what I use, Nars Orgasm is great but pricy.  I also love bronzer you can skip it I use Clinique Almost Bronzer, put it where the sun would hit, forehead, brim of nose, tops of cheeks and chin.  Swipe on a sheer colored gloss, coral is great for summer, I pinks too with your coloring, Revlon Colorbust in Strawberry.

Clinique Quickiner in all colors but Khaki are good for you, just a matter of personal choice, I would do navy or black brown.  http://www.sephora.com/browse/product.jhtml?id=P122765&categoryId=B70

I would skip the colored glosses from this line, but all the rest are wearable.
