Try Jack Black's lip balms!
Though they're geared to men, they work great for ladies too and are even a fave among celebs!
I've used their original and love how the thicker formula stays well on lips but doesn't make lips feel heavy or waxy.
There's a new holiday set with 4 full sized balms in different fragrances too!
I'm also a fan of Anthony Logistics' (another men's line, but lady friendly too) lip balm, I love the blood orange scent!
It's a rich citrus scent, not so much zesty, but still energizing.
If you want something with a hint of shine, try Murad's Pomegranate one!
That one is more slick/slippery than the JB and AL balms.
I've been using Josie Maran's argan balm on my lips (and elsewhere like cuticles, heels, elbows, etc.) morning and night and think it's much more moisturizing than fresh in all honesty. My lips feel fabulous after I put it on and keeps it moisturized for a pretty long time.

I've been using vaseline at night and the nivea a kiss of milk and honey lip balm during the day and my lips are always moisturized. I've found both products to be better than anything I've tried - plus they're budget friendly so I can buy more perfume!
