I don't think Sephora will carry it again.  If you sign up for the Smashbox emails you can get updates on the products they add online.  I got an email from them a couple months ago when they brought back the contour kit.

For contouring i personally think the best set is this one here

Also you may want to check out Sleek Makeup's Face Contour or Face Form kits, both are under $13

I would check their website. They had brought it back recently but it may have been for a limited time.

Unfortunately the Step By Step Contour Kit was an older item launched by Smashbox and I don't believe they plan on bringing it back any time soon. Though it was at other retailers for a while, even those places phased it out.

 

MUFE does have their Sculpting Kits which include a contour and highlight shade; however, these have been out of stock for quite some time. 

 

If you're willing to look into separate or individual items, check out some of these matte bronzers that can serve as contouring colors that closely resemble what was in both the MUFE and Smashbox kits:

 

Too Faced Milk Chocolate Bronzer (perfect for super fair skin tones that tend to run into problems finding the right shade):

Too Faced Chocolate Soliel Bronzer (works for all skin tones, for fairer tones, stick with using more delicate brushes like fan or stippling brushes to prevent overloading skin):
