Will it harm the skin to use eye-makeup remover on the face too?

I wouldn't do it.  Eye make-up remover seems to have extra stuff in it and is more oily to get that hard stuff - like waterproof eyeliner and mascara off.  It be better to go the other way. Use a face make-up remover on your eyes.  There are plenty that state they remove eye make-up too.

Are you looking for a makeup remover that you can use all over your face that is also gentle enough for eye use? And are you talking about something you have to rinse off, are are you looking for something that doesn't require rinsing? If you're looking for something that doesn't require rinsing, you could go with a wipe that states that it removes eye makeup as well. If you are talking about a rinse off cleanser, you can try something like Clinique's Take the Day Off Cleansing Milk:
