If you are using a good quality, waterproof eyeliner, such as Urban Decay 24/7 Glide On Eye Liner and are still having trouble with your eyeliner smearing or fading, try lining your entire outer lash line with Urban Decay Eyeshadow Primer Potion to make a base for your eyeliner. When applying the primer along my lash line, I like to use a Q-tip to apply it so that I can apply the primer very close to my lash line exactly where I am planning to apply my eyeliner, which is hard to do when using a fingertip. If the primer doesn't keep it completely budge-proof, then Benefit's She Laq or Make Up For Ever’s Eye Seal definitely will. Both products are makeup sealants, which put a protective seal over your makeup to keep it budge-proof all day. You would apply the sealant over your eyeliner. Both are excellent products, but they vary in price. The reason for this is that Eye Seal is made to use on your eye makeup only. She Laq comes with a set of brushes so you can seal, not only your eyeliner and eyeshadow, but your lipstick, eyebrows, eyelashes, etc. Below are the links so you can read more about both products:

A long wearing eye liner is a must. The best I have found so far is Bobbi Brown Long-Wear Gel Eyeliner. One little jar lasts me about 3 years with almost daily use so the $21 price is a steal. This liner needs no primer to last all day thru constant sweating. Some other posters have mentioned Urban Decay Primer Potion. This stuff will make your eye shadow last foreer through anything. I love it! However, it is not necessary with the Bobbi Brown Long Wear gel.

After you have applied your eyeliner, you can also set it with an eyeshadow of similar color. This is especially important if you are working with a very creamy or gel color. It seals it off preventing any running or creasing.

makeup forever is a bit pricey but completly worth it there aqaua eyes comes in many colors goes on super easy and after i bathed and washed my face it still stayed on and no smudging either its deffinatly the best i have ever used. its about 18.00 but will last you years.
Use a primer like Laura Mercier Eye Basics.
Also, try a waterproof liner like Bobbi Brown Long-Wear Gel Eyeliner... It doesn't smudge and stays on all day. Not to mention one little tiny pot lasts forever!
