Since you have a blue dress and blue eyes, your makeup shouldn't be blue 
. Here is what I recommend:
If you don't want to spend a lot on makeup, all the optional can be replaced with something similar as well.
Eyes:
A nude shimmer (Urban Decay- Sin) with accent the silver in the dress. It will also give your eyes a pop! To make the eye shadow more vibrant before applying to the eye, lightly mist the eye shadow brush with water. To make your eyes look bigger, apply a matte brown (Urban Decay-Buck) just to your outer crease. It will give your eye definition without looking like too much. Tight lining with a brown or black liner will make your lash line look thinker. You can put this on your waterline but only where your lashes are. This will make them look thicker. Using a matte skin tone shade underneath the brow will add the perfect highlighting touch. Add some mascara and your look is complete.
Cheeks:
For the cheeks, a light pink will give you a glow. Applying on farther back from the apples of your cheeks with give it a more natural appeal.
Lips:
You truly don't want a hassel for lips. Either a light pink or neutral will do the trick or vaseline/ lipbalm. I know that sounds crazy but it will give your lips an irresistibe look ))))).
All this colors will accent you eyes, complexion, and you dress.
