Eyeliner and mascara = irritated eyes. Help!
Whenever I wear eyeliner or mascara my eyes dry out, itch, turn red and glassy. Can anyone recommend an eyeliner and mascara that won't do any of these things to my eyes?

Ouch! That sounds awful. A lot of eyeliners have very similar/same ingredients, so I recommend using eyeshadow to line your eyes. Try wet or dry using a small angled eye brush. As far as mascara: Try the NARS Lengthening or Volumizing mascara, but not if you are allergic to nuts
I use Clinique's Lash Doubling Mascara with Clinique's Lash Building Primer. When it is on, it doesn't irritate my eyes. But my lashes do feel a bit dry while it is on. I would also recommend Clinique's Cream Sharper For Eyes eyeliner. Clinique is really good if you are concerned about something irritating you skin since almost all of their products (except for the Dramatically DIfferent Moisturizing Lotion and one of their moisturizing foundations) are oil free and all of their products are non-comedogenic.
That sounds like an allergic reaction to the eyeliner or mascara, or possibly both. I have the same issue usually, most recently with Dior's mascara. I would try Clinique's mascara or eyeliner and see if your eyes react to that. I've had no reactions to their makeup.
