What is better to fill in eyebrows? What do you recommend pencils or brushes? My eyebrows are shaped but they need to be filled in. I just don't know what to use. I have oily to normal skin maybe that will help when recommending products.

I have the same problem. I use both. I fill in with a pencil using small, light strokes then brush the brow hairs up with a spiral brush to soften the pencil marks. My favorites are either by Dior or Lancome. I use the pencil when I want strong defined eyebrows like going out in the evenings etc..
For everyday use I opt for the powder to be applied with a small angled brush for more softer natural look. I like the ones from MAC although Anastasia is considered the queen of eyebrows.
Either way, it is best to choose a shade or two lighter than your hair color. The darker the eyebrow color, the older one looks.

you have a couple of options.
there are powders, pencils, waxes, etc.
i personally fill mine with a pencil
and then i tap on some powder after to ensure it stays on. the pencil i use is a bit waxy,
some people like powders. they find that its more natural looking.
benefit has a brow kit
its a wax and a powder to set.
it worked pretty well. i couldnt wipe it off,
my only problem is the dark brown was waaay too red for me. if youre looking for a larger range of colors, look around

To fill in the sparse areas of my eyebrows, I use Anastasia's Brow Powder Duo which contains two colors of powder so you can mix the shades, if needed, to get your perfect shade match.
