The skin around my eyes is really dry and dark, so it gets irritated easily. is there any product that can help the dark circles and dryness at the same time?

I also wanted to add that you might want to try the Sephora Collection Instant Depuffing Roll-On Gel. It uses HydroSenn+ technology to boost hydration and to minizmize dark circles. The roll on applicator stimulated drainage to minimize puffiness.
Research results:

Dark circles are not easily cured by products alone. The best remedy to alleviate those is sleep; plain and simple.
Are your eyes dry as well? If so, try using lubricating eye drops (NOT the ones for redness removal) at night and see if that helps. It might also make going to sleep a bit easier as well.
As for daytime dark circles, either a bit of concealer or a trick using a highlighting powder are great ways to make those not so noticeable. Brighten the eye area. If you also tend to rim your eyes or use dark eyeliners on the bottom lash line, you are only emphasizing the dark circles.
One eye cream I loved enough to buy is YSL's Temps Majeur Yeux (eye). It is one of few that provides the right moisture without irritation (fine line removal is an added bonus). Decent brightener as well. It can be found at YSL's official site or department stores that carry the full YSL skincare line. Caudalie eye creams might be another option to look into for dryness (either premier cru or pulpe vitaminee eye and lip cream). If these are not within your desired price point, ask a cast member at Sephora and see if they can give you samples and/or suggestions.

are you already using an eye product and it's not working for you? if you are, i would put soap and glory moisture serum on first and let it sink in for a couple of minutes then use your eye cream. do you know if your undertone is cool (pink) or warm (yelllow)?a good eye cream that will take on moisturizing and dark circles is shiseido white lucent brightening eye treatment because of how moisturizing it is. hope this helps!
