vib code doe not work

i got the code in my VIB welcome email, but when i input it on an online order, i got the message saying "Must be a registered VIB and purchase merchandise to qualify. Available on US orders only. Promotion can only be redeemed once per client." could you help to check why it did't work? Thanks!
