2 weeks ago i bought a dr. feelgood primer by benefit, and much to my dismay it had been used!! the problem is i don't have my receipt anymore, can i still return it?

I'm so sorry to hear that! I suggest visiting the Sephora location you purchased it at to exchange it for a new one. Alternatively for a full return, since you no longer have the receipt, the store would generally provide you with a store credit for future use.
